Many people in the series, including Rotwood and the Huntsman, refer to Jake as "A dragon disguised as a human". But I think of it the other way around. I feel as if he's a human who can change into a dragon.
So what do you think of Jake? Is he a dragon who disguises as a human, or a human with dragon powers?

I think it was mentioned early on in the series by Lao Shi that dragons possess the ability to become human.

I see him more as a human with dragon powers, because dragons spend their lives as humans before being able to turn in to a dragon.

As simple as the question is, the answer is not simple.
It can be said that they are dragons, but when it comes to sphinx hair, their power is neutralized, leaving them in human form.
You may ask, how are the dragons born? Due to interaction with humans, it will have to be mammal-like, regardless of reptilian background. In addition, they have to start in human form and eventually develop to have a dragon form. But every now and then, one of them is born with weak dragon power and can never go into her true dragon form, at least without any aid.
In conclusion, I will say they are dragons. These dragon have the special natural ability to take a form of humans, automatically like the heart beating. While their dragon's magical power is too low or blocked, they revert to the human form.
Now thinking back to the episode "Shapeshifter," they are definitely dragons. The ADJL dragons have natural shapeshifting ability, but it is too hard to control without a magical elixir. Much like Jake learning how to control the doppleganger ability, but the doppleganger is easier to control. And without the elixir, the dragon's shapeshifting ability is locked only to the human disguise.

Basically,I think they are humans with dragon MAGICALLY instilled in them at birth.The dragon side takes time to develop.I think that the dragon and human souls are separate however.Enter the ep Halloween Bash where Chang and gang sucked Jake's dragon soul from his body while his human soul remained.So they are both dragon and human at the same time.How?I don't know. I'd say human with dragon powers.
Mainly because Jake spends a lot more time as a human and tends to basically go through his everyday routine as one (with of course, the exception of his dragon duties).
Also, Jake makes a lot remarks throughout the two series as wanting to be a 'normal' kid, which I sort of interpreted as him seeing himself as a human who was burdened by dragon powers.
But I don't know, I just kind of imagined that if they were dragons that could disguise themselves as humans they would be trying to hide out away from civilisation at the risk of being caught and only go there when necessary (As apose to attempting to live human lives in order to blend in).
It's almost like the 'chicken and the egg' argument all over again lol.

As far as Jake wanting to be a normal kid and spending most of his time as a human, there are a handful of dragons in the New York City area as far as the show provides. Now the dragons could choose to isolate themselves in a corner of the world, but that would be boring and could put them far behind the rest of the world.
The way I see it, Lao Shi and Susan moved to New York to get away from the rest of the family, which there is a good reason. But because of Jake growing up in an area with very few dragons, the only way to live is to mingle with the humans. In addition, Jake probably never knew he was a dragon nor his mother and her side of the family until he started to transform. So until then, he was a normal human in his mind, and his powers did become a burden. So his desire to be "normal" is a point of view developed through his interaction with his environment. Really, Jake does not mind being a dragon but all of the responsibilities pushed on him. He wants to live a simple life where he is not responsible to protect New York's magical community. Jake has to be educated, but there are no dragon schools in the New York area.
And again with the dragon powers, I find that they are dragons because of the episodes "Shapeshifter" and "The Rotwood Files."
But the writers did not make it easy to say how the dragons are dragons, the primary question of this thread. Susan's condition is what makes it hard. Susan could be a carrier (dragons are humans with magical power to be dragons), or she could not control the shape shifting ability (dragons are dragons with natural born human disguises).
Maybe the best way would be to email Jeff or Eddie and Matt the question. They may have a definitive answer, or they never thought that far.

If we use the standard Dungeons and Dragons definitions, they would be called were-dragons. True dragons hatch from eggs and have a life cycle that is centuries long. They do have shapeshifting abilities and are capable of interbreeding with humans. Those with true dragon ancestry are born and raised as humans but eventually grow into their power and also have a life cycle that is centuries long, though not as long as a true dragon's. A were-dragon is , like Fu Dog said in the show, a magical combination of human and beast, which, unlike true dragons and their offspring, would have a life cycle no longer than a normal human. Those of you who write fanfiction may be able to use this sometime.

Hmm Bascially a dragon is a very powerful dragon. And Jake as human just hasn't enough power to use all his dragon stuff. He is just too less powerful. But if we think that he is a sapeshifted dragon, it's highly possible.
