My opinion? You can always get better, but you either have it or you don't.
That being said, take an art class in school and just keep practicing. That's how many people have gotten the skills they do today.
Oh, and major typo fail in the title there.

I know that books about this exist and they're really cheap so you wouldn' have trouble in this stuff. My bro' has one and it coeted around 15 euros ( 20 $ ). Realy cheap. And you have no inspiration ? I started to draw stuff from the Naruto mangas at the beginning and it helpend me alooot ^^

First of all, it's drawing, not drawning. I know your first language isn't English, but I still don't see where the extra n comes from. xD
You can always buy some books. Many books are very useful in regards to learning how to draw.

Basically, the most important thing, like in any hobby that requires skill, is to practice. Personally, I think the best way to do it is always have reference to what you're drawing. In other words, always have a picture or something of it to look onto if you're not so skilled at drawing off scratch like me. Just use it as a guide. Also, I very effective technique that I've been shown since I was young and have utilised whenever necessary, is to divide the picture into an even series of boxes as a guide, like so: From there, if you draw yourself out the same number of boxes, in this case, 24, of a similar size, you can replicate the picture one box at a time. This also helps to make the picture larger or smaller, by making each of you boxes bigger or smaller than the original, but still on a similar ratio. If you're not sure what I mean just let me know and I'll try and explain this better. |: (BTW, I used that pic cause it was like the first thing in my pictures I found that was cartoonish. xD Also, sorry for my crappy paint drawn lines D:) Anyways, when you're done, I think it's best separate the things you're having trouble with from what you think you've drawn well, rather than looking at the picture a whole. In this case, if you draw a human, and think it looks out of proportion, practice that. If you find you're having trouble with drawing eyes, work on them. There are plenty of tutorials on sites like deviantart for learning how to draw specific body parts, art styles, facial expressions etc, as well. I find this a lot more effective than just looking at the picture, deciding you don't like it and trying to redraw the entire thing. This way, you can target your difficulties. Don't try and start out with anything too difficult though. It's best to start out easy and gradually work your way up. I for one, started drawing with a combination AD:JL and manga/anime, but I guess it really depends on what you deem difficult. Granted, that's still largely what I draw today but I feel a lot happier with my ability. Anyway, hope this helps.

Like what everyone else pretty much said, practice your hands off. "Practice makes perfect." Improve your skills always, always be open to trying new techniques, find out which "style" is your style. Draw whatever you see around you, learn from books. Heck, if you guys have something similar to the artist Bob Ross painting on TV telling you what to do, watch it! It'll help you immensely.
Even though you can't change your classes, in the future remember to take art classes. I'm not going into a drawing profession, but when I got into fashion marketing, I have to go to a few drawing classes in the university. Just keep practicing and find your technique.
Also, another thing. Don't trace, but draw a replicated image. Don't put it up online or anywhere obviously. Keep drawing it until the style becomes your own. Don't put up an image that looks like the same you just drew, put up one you put your own unique spin on. It'll make it interesting!

If I had become an artist, I would've cited Bob Ross as my major influence. He should be yours too. >

If you're looking for things to draw, or some tutorials, try deviantART.com. Also, I dont know your current level, but dont rush into things! If I would have started with the picture you showed us, I would have FAILED and given up hope instantly. Try something familiar to train your skills, like shadows and perspective. Your bedroom for example.

Personally I started to draw mangas and it helped me in these things, so maybe try to find some TF2 drawings and try to re-do it. You'll soon become a greaaat artist ^^
